My Persian cat has little black dots inside his ear and he itches inside of it with his paw?

Hello,

My white Persian cat of about 5 years has black dots in his ears.

Not in the ear canals but on the inside of the ear tip.

What can this be? I do not think it sounds / looks like scabies.

I have a sibling to the white cat who does not have the same problem with black dots.

Grateful for some tips if needed and if I really need to address this.
